Single Singapore Citizen Scheme – About 20,100 Singaporeans have booked flat with HDB

About 20,100 Singaporeans have booked a 2-room or 2-room Flexi flat in HDB’s Single Singapore Citizen Scheme sales exercises, Minister for National Development revealed in Parliament on Aug 5, 2019.

Minister Lawrence Wong was responding to a question by the Workers’ Party MP Assoc Prof Daniel Goh Pei Siong, who asked, “how many Singaporeans have bought BTO flats under the Single Singapore Citizen Scheme since its inception and how many have gone on to get married, with the figures broken down by gender.”

In responding to him, Mr Wong said, “about 20,100 Singaporeans have booked a 2-room or 2-room Flexi flat in HDB’s sales exercises under the Single Singapore Citizen Scheme since its inception in Jul 2013.”

He added, “the proportions of male and female flat buyers are roughly equal. Amongst these flat buyers, about 440 subsequently registered a marriage in Singapore, of whom about 80% are male.”

First-timer single Singapore Citizen (SC) who are 35 years old or above, may be eligible for the following CPF Housing Grant(s) if they apply under the Single Singapore Citizen Scheme:

  • Singles Grant
  • Additional CPF Housing Grant (AHG) (Singles)

Assistance For Single applicants aged 35 or above who buy an HDB resale flat under any of these schemes:

  • Single Singapore Citizen Scheme
  • Non-Citizen Family Scheme

Recipient May Later Be Eligible For Top-Up Grant

GRANT AMOUNT

  • $25,000 (2- to 4-room resale flat)
  • $20,000 (5 room resale flat)

ELIGIBILITY

Citizenship
Singapore Citizen
Age At least 35 years old, for single(s) buying an HDB resale flat under any of these eligibility schemes:

  • Single Singapore Citizen Scheme
  • Non-Citizen Family Scheme
Household Status You must be a first-timer applicant, meaning that you must meet the following criteria:

  • Not the owner of a flat bought from HDB, or an Executive Condominium (EC) or Design, Build and Sell Scheme (DBSS) flat bought from a developer
  • Not sold a flat bought from HDB, or an EC/ DBSS flat bought from a developer
  • Not received any CPF Housing Grant for the purchase of an HDB resale flat
  • Not received any form of housing subsidy, e.g. benefitted under the Selective En bloc Redevelopment Scheme (SERS), HUDC estate privatisation
Income Ceiling
Your average gross monthly household income must not exceed:
  • $6,000 if buying a resale flat under the Single Singapore Citizen Scheme
  • $12,000 if buying a resale flat under other schemes
Flat Type
  • 2 to 5-room under the Single Singapore Citizen Scheme
  • 2-room or bigger under other schemes
Remaining Lease of Flat
  • At least 30 years

Ownership/ Interest in Property
You and the other flat applicants must not:
  • Own any of the following properties whether locally or overseas, or have disposed of any such properties in the 30 months before your resale flat application:
    • Private residential property (including privatised HUDC flats and ECs)
    • House
    • Building
    • Land
  • Be buying an HDB resale flat that has been announced for SERS
Time bar Cancellation of Application After Booking a Flat

If you book a flat from the March 2012 sales exercise onwards and subsequently cancel the flat booking, you will have to meet a one-year period from the date of cancellation before you can apply or be included as an essential occupier for a resale flat with CPF Housing Grant.

Example

Ali is a single Singapore Citizen aged 40. His monthly salary is $2,800. He is buying a 3-room HDB resale flat under the Single Singapore Citizen Scheme.

  • Grant Amount = $25,000

ADDITIONAL CPF HOUSING GRANT

Amount $2,500 to $20,000
Assistance For
  • Lower to middle-income applicants of the Singles Grant
  • Applicant must have worked continuously for the 12 months prior to the flat application, and still be employed at the point of the flat application

ELIGIBILITY

  • You must first meet all of the eligibility conditions for the Singles Grant.
  • Even though you are buying an HDB resale flat, as this is an additional grant treated as a housing subsidy, you must first qualify for one of the above grants and satisfy these conditions:
Employment Status You must:

  • Have been in continuous employment for 12 months before the flat application
  • Still be employed during the flat application
 

Income Ceiling

 

The average monthly income of the Singapore Citizen for the 12 months before the flat application must not exceed $2,500.
